The Mexican state of Chihuahua plans to revitalize the area “Colonia Avalos” in the south-east of the city Chihuahua with approximately 800.000 inhabitants in the north of Mexico, which was used for the metallurgical process of heavy metals. The smeltery, in which mostly lead was handled, was in use between 1920 and 1997 and covers an area of 27 hectare. During the 1960s, the smeltery was the world’s biggest lead producer. Chihuahua is faced with the problem of how to organize the development of such a big and problematic area. Due to heat and dryness, the ground creates big problems with dust. The high contamination with heavy metals endangers the health of the population. Today, it is discussed to develop a green site in the core of the area, so it may serve as a key project for the stimulation of further development and for attracting investors.
